There will have to be more NATO installations and more US troops in places like Estonia and Romania. Right now, there is a non-negligible chance that Russia might try create facts on the ground inside one or more of the Baltic Republics. The border defenses of those republics must be reinforced to make that impossible. That move may infuriate Putin but it will also be a healthy reminder of his impotence in the face of genuine allied resolve, and will make a serious war crisis less likely. There is a real security threat to the Baltic states, and any failure to address that proactively would be reckless imprudence.  There are burglars in the neighborhood and the windows and doors must be bolted shut.
